Boosting Benefits and COLAs for Seniors Act

H.R. 5841 (House, sponsor Rep. Nikki Budzinski, introduced Oct 28, 2025) and S. 3059 (Senate, sponsor Sen. Richard Blumenthal, introduced Oct 27, 2025).

What it would do: Base the yearly Social Security COLA on whichever index gives the higher increase, the CPI-W (used today) or the CPI-E, an index built around spending by Americans age 62 and older. Until BLS publishes an official CPI-E, the bill would use the BLS research index for people 62 and older (R-CPI-E).
